BYLAWS - VALLEJO HIGH HOPE SCHOLARSHIP FUND

Article 1: Name and Purpose
The Vallejo High Hope Scholarship Fund was established in an effort to increase the number of Vallejo High graduates going to college from 20% to 50%.
Purpose Statement
The Vallejo High Hope Scholarship Fund hopes, by providing financial assistance for higher education, to empower Vallejo High graduates to go out into this world as ethical and caring achievers and make this world a better place.
Mission Statement
- To provide scholarship money to qualified students.
- To overcome the view that finances present an impossible obstacle to
higher education.
- To motivate students to pursue a rigorous college curriculum since
scholarship funds exist.
- To increase hope and thus graduation rates and number of students
going to college.
Article 2: Governance
The functions of the Vallejo High Hope Scholarship Fund shall be carried out by a Board of Directors and a Scholarship Selection Committee.
Article 3: Board of Directors
Section A: Duties
- The Board is responsible for overall direction of the Fund. In this
regard the Board will maintain open communications with the Solano
Community Foundation.
- The Board is also responsible for the oversight of the Scholarship
Selection Committee.
Section B: Membership
- The Board shall consist of at least 7 members but no more than 11 members.
- The Vallejo High principal will always be a Board member.
- When a Board vacancy occurs, current Board members will select a
replacement by a 2/3 majority.
- A Board member may be removed by a 3/4 vole of the remaining
members.
Section C: Qualifications
Ideally members would be graduates of Vallejo High School. In addition
they would have some understanding of scholarships, schools, and fund
raising.
Section D: Meetings
The Board shall meet at least annually.
Section E: Officers
Board officers will include a chair, who will schedule and preside over
meetings, a secretary, and a treasurer.
Section F: Term
Unless there are exceptional circumstances, a Board term should probably
be limited to 6 years.
Section G: Committees
The Board has the authority to create committees as needed.
Article 4: The Scholarship Selection Committee
Section A: Duties
- The Principal is responsible for the oversight of the Scholarship
Selection Committee.
- The Scholarship Selection Committee shall consist of at least three
counselors and at least two teachers.
- Until the Scholarship Selection Committee and Board of Directors
decide otherwise, the Scholarship Selection Committee meetings will
be open to all interested teachers.
- The Scholarship Selection Committee shall meet as necessary to select
recipients of available Vallejo High Scholarship Endowment Funds.
- The Scholarship Selection Committee may assume duties other than
those in these bylaws provided these duties 1. Do not conflict with
these bylaws, 2. Do not conflict with regulations governing the Solano
Community Foundation, and 3. Are approved by the Board of
Directors.
Article 5: Vallejo High Hope Scholarship Fund guidelines
Section A: Procedures
Graduating Vallejo High students can obtain an application from the
counseling office.
Section B: Eligibility Considerations
- Notable achievement. This could include students with an exceptional
passion and students who are late bloomers.
- A strong academic record.
- Extracurricular and community activities.
- Sports
- Need. This should consider not only student need but also the needs of society. [Ex. Scientists, engineers, teachers, doctors, lawyers.]
Section C: Funding
The Scholarship Committee will award as many scholarships as is
reasonably possible. While very small grants might not provide the
opportunities intended, grants should not be more than the tuition
requirements for the California University and State University system.
ARTICLE 6: Parliamentary Authority
The rules in Roberts Rules of Order Newly Revised shall govern Board of
Directors' meetings provided they are not inconsistent with these bylaws
and any special rules the Board may adopt.
ARTICLE 7: Amendments
The Board has the authority to amend these bylaws by a 2/3 majority.
